🗣🎙 Deputations
The Mayor switched the order of the deputations -- Bear Creek parking came first, then the multi-use sports field. He also announced that no new deputants (who had not yet registered) would be allowed to speak. City Clerk Wendy Cooke said that there were nine emergency deputation requests for the sports field, as well as the two (already in agenda below) for Bear Creek - they were allowed to speak.

At this point, the Mayor switched the order of the sports field deputations - highly unusual and not with any recent precedent we are aware of (presumably it's because the set order made it obvious that the Barrie Soccer Club had been tipped off ahead of the general public about signing up for deputations - transparently non-transparent)
Will Devellis (moved to 8th)
Karolina Kukielka (moved to 9th)
Shawn West (moved to 10th)
Tim Sample (moved to 13th)
Daniel Abiodun (moved to 14th - Sabrina Warren spoke in his place, on behalf of Blacks for All Races)
A representative of the Barrie Canoe and Kayak Club (Heather Rosier - moved to 11th)
Arnie Ivsins (moved to 12th)
Cherin Harris Tuck on behalf of Minets Point Community Residents (moved to 15th)
Valeriya Zavalna (did not appear, would have been 16th)
William Scott (moved to 6th)
Trish Young (moved to 17th)
Cathy Colebatch (moved to 7th)
Diane Chislett on behalf of Barrie Sea Cadets (moved to 18th)
Alexandra McNabb on behalf of Navy League (moved to 19th)
Hopefully those Councillors who were so disdainful of public dissent last week are able to show a little more respect for the public and public discourse this week!

At the end of the sports field deputations, the Mayor declared that everyone who had spoken to a member of Council outside of the deputations needed to put themselves on the Lobbyist Register "or face consequences" - it should be noted that the Barrie Soccer Club (which does qualify as a Lobbyist according to the City's bylaw) has not added their name to the registry.

AMENDMENT 2 - Courser / Harris
To defer this item until further public consultation can be undertaken, at a cost of up to $5,000 to be funded from the Reinvestment Reserve
LOST [FOR: Courser, Harris; AGAINST: Riepma, Nixon, Kungl, Thomson, Nigussie, Harvey, Morales, Hamilton]
AMENDMENT 3 - Hamilton / Thomson
Add to paragraph 1: "To ensure that the field meets the minimum size requirements to accommodate the sports identified and to minimize impacts to the surrounding environment, including tree removals."
Note that, while this has been portrayed by Council and the City to be an order to reduce the size of the sports field, this wording could potentially INCREASE the size of the sports field to accommodate football and other identified sports. Also "minimize impacts" is a very vague guidance, and does NOT necessarily save any of the woodlot whatsoever - the woodlot being only one small part of the naturalized area of the south shore.
There was a considerable amount of gaslighting spoken by the Mayor and several Councillors - once again, Councillor Thomson was extremely disrespectful and even mocking to those speaking up with concerns, with multiple apparent violations of the Code of Conduct.
