The Province has amended the regulations surrounding recycling programs, including delays and/or reductions to recycling recovery targets, and removal of a program expansion for multi-residential properties, public spaces and other facilities
Staff has sent a letter to the Ministry outlining support for municipal comments submitted by the Regional Public Works Commissioners of Ontario and the Municipal Waste Association
The changes are also creating real affordability concerns that could harm businesses and consumers
The Environmental Registry of Ontario has submitted proposals to help manage and stabilize the cost of the new system
Staff will continue to monitor the impacts of the new regulation and any approved amendments on teh City's waste management system, and will advocate for a provincial system that makes Producers accountable and fully responsible for materials they produce, and lessen the burden on municipal taxpayers and our waste systems

Automated Waste Collection starts September 8
Cart delivery is about one week ahead of schedule - every residence with Monday through Wednesday pickups should have received their new bins, Thursday and Friday and the Downtown BIA will be completed in the next few weeks
Requests for cart exchanges, additional carts for 2-5 unit properties, adn carts for new business registrations should begin ahead of schedule, in late August - the $50 administration fee for exchanges will be waived through this initial delivery period

A summary of the facilitation work to date, and outline of the next steps towards achieving a framework agreement by September 30, as directed by the Minister of Municipal Affairs and Housing
Initial Findings: additional Urban Lands are required to accommodate growth in Barrie
Barrie, Oro-Medonte and Springwater collectively have sufficient designated Employment Area to 2051, but Barrie faces a short-term shortage of "shovel-ready" employment parcels, and additional Employment Area may be needed in Springwater at full build out of the Midhurst Secondary Plan
Oro-Medonte and Springwater have sufficient Community Area land to accommodate growth to 2051, but Barrie does not have enough to meet its 2051 population forecast based on expected densities
Future growth projected for Barrie may require up to 930 hectares of developable land (630 hectares for Community Areas, 300 for Employment Areas)
Current Work: identifying locations and servicing needs for additional urban lands
Stage 3 is being led by Hemson, supported by RV Anderson, North-South Environmental, and Orland Conservation, and addresses two key questions:
where can additional urban land be accommodated within the Study Area
new greenfield lands
existing lands designated for urban uses in Springwater and/or Oro-Medonte
a combination of both
what are the infrastructure needs and environmental constraints?
evaluation of servicing needs (water, wastewater, stormwater, transportation, electricity, and natural gas)
identification of environmental features and constraints
As land supply in Barrie diminishes, growth in Barrie will slow, while growth in the Townships and County will exceed current forecasts
Next Steps:
Environmental mapping and constraint analysis for potential Community and Employment Area expansion lands
Servicing requirements and costing, including considering the option for servicing proposed development along Bayfield Street immediately north of the current Barrie/Springwater boundary
Continuing engagement with all parties to establish a framework agreement
Reporting on the results of the technical work

Lands along both sides of Highway 400, starting at the Highway 400/Highway 11 interchange and extending north toward Forbes Road
Options for accommodating community area growth (no one scenario is sufficient on its own)

A total fire ban is in effect until further notice, including all recreational fires, including those used for cooking purposes outdoors (rated appliances, such as propane and natural gas barbecues are permitted, but must be placed on a hard surface, deck or non-flammable area, maintaining a significant distance from any combustible materials)

🌳⛺️ Encampment West of Anne Street

Police have concluded their investigation of the wooded area between Victoria Street, John Street and Anne Street South, and have turned the site back to the City
The City asked the Ministry of the Environment, Conservation and Parks (MECP) to conduct an investigation on the site, and the MECP issued an order to shut the [encampment] site down, due to the amount of waste
The City is now working with the County of Simcoe and community partners to ensure everyone affected by "this cleanup" is provided shelter and connected to appropriate resources
