  • The pilot is being expanded, with the Barrie Compass now giving the City a dedicated two-page spread at no additional cost, and actively expanding its distribution network, including grocery stores, convenience stores and apartment buildings with high concentrations of senior residents

  • Staff recommend continuing the pilot through the end of 2026 (there are no budget implications in doing so)

  • Asking Council to advocate with the Province to have Councillor's "egregious acts causing harm to others" cases adjudicated through a panel of Integrity Commissioners at the Provincial level, instead of requiring unanimous Council approval - or if unwilling for this, then to at least reduce the threshold from unanimous to 2/3 of Council

  • Asking Council to support the legislative addition:

    • Any councillor charged with assault while in public office will be placed on automatic leave until resolved in the courts. If convicted, automatic removal will be applied.

🏗️🧾 Status of Bill 17 - Protect Ontario by Building Faster and Smarter Act, 2025

  • The Bill received Royal Assent on June 5, and is aimed at accelerating the development of housing, infrastructure, and transit-oriented communities across the province

  • Overview of changes:

    • Schedule 1 prevents a municipality to pass bylaws re: the construction or demolition of buildings (the City does not have any that exceed the requirements of the Ontario Building Code)

    • Schedule 2 adds a definition of a "provincial transit project" with related changes

    • Schedule 3 relates to the City of Toronto Act, so does not apply

    • Schedule 4 makes multiple amendments to the Development Charges Act, including:

      • Long-Term Care homes are exempt from development charges

      • The City can no longer require a Background Study, doesn't need to hold a Public Meeting or be subject to the DC Appeal process if an amendment to a development charge bylaw is to:

        • repeal the expiry date of the bylaw or provide for a later expiry date

        • repeal a provision for indexing of development charges

        • decrease the amount of a development charge that is payable for one or more types of developments

      • Passed but not yet in force:

        • regulations (to be created) will determine which land acquisition costs will be eligible to be included in a DC Background Study

        • deferral of DCs until occupancy for residential developments that are not rental housing developments

        • prescribed circumstances (to be created) that a municipality may require securities for DCs due at occupancy

        • interest will no longer be charged on any deferral of DCs

        • occupancy permits can be withheld under payment of DCs

        • a change in use from rental housing to something else will no longer require any outstanding DCs to be paid immediately, and will continue with instalment payments

        • DCs payable can be paid prior to when they are due without a Section 27 agreement

        • regulations (to be created) will determine what is a local service

    • Schedule 5 amends the Metrolinx Act:

      • the Minister may direct a municipalitiy or its municipal agencies to provide the Minister with information and data that may be required to support the development of a provincial transit project or transit-oriented community project

    • Schedule 6 amends the Ministry of Infrastructure Act

      • repealing certain sections and adding that the Minister may direct a municipality to provide certain information, data and documents

    • Schedule 7 makes multiple amendments to the Planning Act, including:

      • no Official Plan may contain any policy that prohibits the use of a parcel of urban residential land for an elementary school or secondary school of a school board, or any ancillary uses to such schools, including the use of a childcare centre located in the school

      • expanded permission to grant portables 'as of right' on all school sites

      • changing the definition of a minimum setback distance to be the prescribed percentage of the setback distance, if applying to a building or structure located on a parcel of urban residential land

      • Minister can impose conditions on municipalities or proponents that must be met before a use permitted by a Minister's Zoning Order comes into effect

      • Minister approval is requied before adopting an amendment to an Official Plan that adds, amends or revokes any of the provisions re: the information or material that can be required for a complete application

      • material submitted in support of a development is now deemed to meet the applicable requirement if it is prepared by a person authorized to practice a prescribed profession

      • Passed, but more detail needed:

        • setback requirements to provide flexibility have been potentially identified as 10%, but that has not been verified

        • formal confirmation is needed for what can be required as part of a complete application (may include removal of shadow, wind, urban design, and lightning studies !!! )

        • formal description of certified professionals for submitting supporting materials is required to better implement this provision

    • Schedule 8 amends the Transit-Oriented Communities Act

      • expanded list of projects included in the definition of "priority transit project"

      • approval of the Lieutenant Governor in Council is not needed in certain circumstances

      • adding the Ontario Infrastructure and Lands Corporation to the list of entities the Minister may delegate certain powers

  • Staff will be investigating the impact each amendment has on the City's process and municipal legislation, and provide detail to Council as soon as available

  • A draft report has been received by staff and the consultant will present a summary presentation to the Infrastructure and Community Investment Committee in the fall -- staff will align the timing with the Culture Plan update, and further coordinate with the Kempenfest Board if they wish to delegate at the same meeting

  • Expressing appreciation for the Mayoral Direction to review DC incentives

  • Asking staff to explore reducing DC rates or other charges for sites ready to proceed with development at this time (including, presumably, their own)

  • Asking staff to explore the impact and feasibility of various development charge incentives, including the above proposal, and report on their findings to Council at the August Council meeting

  • It is very disturbing that a developer feels entitled to direct City Staff what to investigate and when to report to Council - City Staff work for the PUBLIC GOOD, not a developer's private interests.

🪖💵 Advocacy for Increased Income Support Thresholds for Canadian Veterans

  • Calling on the Federal government to increase the eligibility threshold for the Income Replacement Benefit (IRB) program from $20,000 to no less than $40,000 annually for a single-person household
