Key changes to the Development Charges Act and their implications
Repeal of the mandatory 5-year phase-in
before this repeal, the city would have lost ~$125M in DC collections
Reduction in frozen rates from 24 months to 18 months
Inclusion of certain studies in the eligible list of capital costs
this reverses some of the exclusions set out in Bill 23, thus allowing the city to include study costs in the calculation of their development charges
an amendment to the DC bylaw will be required
