  • Key changes to the Development Charges Act and their implications

    • Repeal of the mandatory 5-year phase-in

      • before this repeal, the city would have lost ~$125M in DC collections

    • Reduction in frozen rates from 24 months to 18 months

    • Inclusion of certain studies in the eligible list of capital costs

      • this reverses some of the exclusions set out in Bill 23, thus allowing the city to include study costs in the calculation of their development charges

      • an amendment to the DC bylaw will be required
