  • Point of order was called by Kungl, after Harvey told her she could not ask any more questions because of a time limit - she pointed out there was no time limit on questions, but he would not allow her to ask any more, anyhow (earlier, regarding the County's presentation, he had specifically said there was no time limit, and "we could be here all night" - this double-standard has not been adequately justified)

  • Sandbox Centre's operations and programming from January 1, 2024 to March 31, 2025, focusing on impacts since it became Ontario's 17th Regional Innovation Centre

  • The Sandbox Centre has asked the City for a one-year deferral to remit the maintenance, utilities and property taxes due in 2026 (estimated at $24,060.54), and to renew their current lease agreement

  • For Council to support this request, a funding source would be required - possibly the reinvestment reserve

  • This was removed from the Agenda and put to the Circulation List instead

  • Approve the Barrie Public Library Board budget request of $10.1M in net tax supported municipal funding, and $169K of Development Charges funding

  • Approve the County of Simcoe's budget request of $35.1M in net tax supported municipal funding

  • Approve the Lake Simcoe Region Conservation Authority's budget request of $389.5K in net tax supported municipal funding and $1.2M of water rate funding

  • Approve the Nottawasaga Valley Conservation Authority's budget request of $487.8K in net tax supported municipal funding and $86.1K of water rate funding

  • Approve the Barrie Area Physician Recruitment budget request of $150K in net tax supported municipal funding

  • Approve the Simcoe Muskoka District Health Unit's budget request of $2.4M in net tax supported municipal funding

  • Amend the City's County of Simcoe capital projects:

    • reduce the County of Simcoe Capital Program - Paramedic Services project budget by $1,389,096 (from $2,345,096 to $956,000)

    • reduce the County of Simcoe Capital Program - Long Term Care and Senior Services by $2,734,847 (from $3,010,847 to $276,000)

    • reduce the County of Simcoe Capital Program - Social Housing and Community Services project budget by $9,911,621 (from $11,173,621 to $1,262,000)

  • Authorize the City Clerk to prepare all necessary bylaws to implement this Budget

  • Kungl's potential conflict with the County of Simcoe's presentation carried through to this item, so the items needed to be separated

💰⚖️ Late Addition: County of Simcoe Budget

    • Analyzes the new proposed agreement for County services, in comparison to how it would look under the current agreement

      • If the City continued the old agreement with the County, the increase for 2026 would be 12.1% - however, under the new proposed agreement, the increase is only 4.4%

      • The new proposal lowers capital costs, but increases operating costs

  • Kungl declared same potential pecuniary interest
