  • Recommendations:

    • That Marina staff implement a Permit System authorized under the Parks Use Bylaw to regulate businesses offering Commercial Motorized Watercraft within Kempenfelt Bay and adjacent marina facilities for the 2025 boating season, according to the criteria outlined in the staff report

    • Add the following Marina fees to the Fees Bylaw:

      • Commercial Motorized Watercraft Operator Permit: $2000

      • Individual vessels registered under each permit: $500 each

    • Have staff report back to General Committee at the end of the 2025 Boating Season with the results of this pilot program, and recommend changes to lineup of services or number of vessels permitted by each vendor based on operator and public feedback

    • Designate the Supervisor of Marina Services as the Harbour Master for the City of Barrie, according to the jurisdictional limits outlined in the staff report

    • Endorse the Corporate Net Zero Strategy in principle

    • Evaluate low-carbon alternatives as part of the standard capital planning process for all assets

    • Recommend low-carbon options when renewing energy-consuming corporate assets in capital planning and budgeting, when lifecycle payback offsets the incremental cost

    • Design and construct all new facilities to meet a net-zero energy standard, aiming to generate as much renewable energy as they consume from low-carbon sources, where the incremental cost is offset by lifecycle payback as part of the annual capital planning and budgeting process

    • All internal combustion engine (ICE) vehicles to be replaced with electric vehicle (EV) equivalents, typically at end of life, and when feasible, considering the availability of suitable EV models, operational requirements, and the infrastructure needed to support electric vehicles

    • Deploy renewable energy assets when they provide a positive return on investment, and give the Director of Corporate Facilities authority to execute or modify agreements related to regulatory approvals for these assets

    • Approve the prioritization of low-carbon options in situations where equipment failure necessitates immediate replacement under the City's emergency procurement provisions, whenever technically feasible

    • Have the Corporate Facilities Department present a Net Zero Strategy progress report annually to General Committee
