  • An update on the projects interested in taking part in the pilot project to waive development charges for developments providing at least 20% affordable housing

  • Recommendation: Receive the report

    • AMENDMENT by Thomson

      • That the original DC waiver upset of $30M be changed to $80M of funds being administrated on a first come, first serve basis until the limit is reached, provided applicants meet all eligible requirements

    • CARRIED (unanimously, according to Nuttall - Hamilton now present for this vote)

❄️🍻 Pilot Winter Downtown Patio Program Update and Recommendations

  • Recommendations:

    • Incorporate the pilot project as an annual program

    • Winter Downtown Patios to be subject to all terms and conditions associated with the standard downtown patio program, with the following conditions:

      • Right of Way Activity Permits for Winter Downtown Patios will be issued to support breweries and restaurants to maintain their patios from November 16 to the second Thursday of April, with a minimum sidewalk clearance of 1.5m for pedestrian access and the understanding that approved patios will not require the relocation of City infrastructure, including but not limited to bollards

      • Adequate snow storage must be demonstrated

      • All other provisions within the Business Licensing Bylaw and the Snow Clearing (Downtown) Bylaw will remain in full effect during this period

    • Approved Winter Downtown Patios will be limited to a maximum of six businesses per year on a first-come first-served basis

    • The Winter Downtown Patio program is to be incorporated into the current Patio Program Fees Bylaw, such that program participants pay one $400 fee per year to participate in the Downtown Patio Program, and a lease rate of $0.40 per square foot per month, requiring applicants to only submit amendments to their ROWA permits to move between winter and standard patio permit requirements
