⁉️😡 Direct Motion Without Notice (no detail provided ahead of meeting)

  • REQUEST To Present by: Thomson / Harvey

    • Introducing a Motion Without Notice requires 2/3 of Council approval before it may be presented.

    • With any luck, four Councillors will be as fed up with these strong-arm tactics as the rest of us, and will vote against its introduction, so that the motion may progress through the usual steps and be properly debated before being forced through in such an undiplomatic fashion.

  • MOTION by: Thomson / Harvey re: Automated Speed Enforcement Program (this detail provided only at meeting)

  • MOTION: (not shared until presented at the meeting)

    • Direct staff to move toward "pausing out" the Automated Speed Enforcement program by December 31, 2025, unless otherwise directed by the province

    • "Notwithstanding the Procurement Bylaw" (this is problematic), direct staff to implement the Red Light Camera program based on the best value to the City and report back to General Committee prior to executing any agreement re: cost, logistics and timing of the program

    • Funding for the program to come from the ASE Reserve

    • Development Service Department to continue to explore other traffic-calming measures that can be installed throughout the city and report back to the Community Safety Committee with options

    • Send a request to the Province for funding to assist with these additional traffic calming measures

  • Of note, Councillor Hamilton pointed out that the Direct Motion Without Notice prevented her from speaking with residents before the item was passed - we, of course, heartily agree, and are frustrated that this item was not introduced through the usual channels, giving both Councillors and the public a chance to investigate and have a say.
