three Public Meetings for projects in Wards 7 & 10, presentation on the Zoning Bylaw, update on the Fairgrounds development application, Nine Mile Portage signage


Agenda was finally published late Monday (contrary to City's own Procedural Bylaw) - particularly problematic, as there are three Public Meetings that the public was not informed of on time

🗣️🏙️ Public Meetings

  • The Public Meetings are now being held in person OR by electronic participation.

  • If you wish to provide oral comments electronically, please register in advance by emailing: cityclerks@barrie.ca or calling 705-739-4220 x5500 during regular office hours prior to 12pm on the day of the meeting

  • Once you register, you will be provided information from the Legislative Services Branch on how to make your submission at the Virtual Public Meeting. To participate in the Virtual Planning Meeting virtually, you will need access to a computer with internet service or a telephone.

  • If you decide to speak virtually after the meeting has started, you need to email cityclerks@barrie.ca or call 705-797-5353.


🏘️🏙️ Zoning Bylaw Amendment and Draft Plan of Subdivision - 830, 864, 894 & 912 Lockhart Road (Ward 10)

Zoning Amendment

  • Seeking to rezone from Agricultural (A), Environmental Protection (EP) and Rural Residential (RR) in former Town of Innisfil to Neighbourhood Residential (R5), Neighbourhood Residential Multiple (RM3), Neighbourhood Residential Multiple wiwth Special Provisions (RM3 SP-XX), Neighbourhood Mixed Use with Special Provisions (NMU SP-XX), Environmental Protection (EP) and Open Space (OS)

  • Special Provisions, RM3 SP-XX:

    • decrease minimum parking ratio from 1.5 to 1.2 parking spaces per unit

    • adjust front yard location of Block 76 to Terry Fox Drive, of Block 77 to Street 'C', of Block 78 to dual frontage on Terry Fox Drive and Prince William Way (currently the shortest lot line abutting a street)

  • Special Provisions, NMU SP-XXX:

    • allow front yard area to not be seamlessly paved, and instead provide landscaping elements (currently should be fully paved and seamlessly connected to sidewalk)

Draft Plan of Subdivision

  • Seeking to develop 1,187 residential units, including 52 single detached homes, 185 townhouses, 950 apartment units, and associated areas for Stormwater Management, Environmental protection and Open Space (parks)

  • There were no speakers for this Public Meeting, and the Ward Councillor (Hamilton) was not in attendance

🚙🏷️ Official Plan and Zoning Bylaw Amendment - 112 King Street (formerly 1 Hollyholme Farm Road) (Ward 7)

Official Plan Amendment

  • Seeking to amend Land Use Policies for Employment Area - Non-Industrial to allow a new retail use to occupy more than 30% of the gross floor area of a building / structure

Zoning Amendment

  • Seeking to amend existing Light Industrial (LI) to Light Industrial with Special Provisions (LI SP-XXX)

  • Special Provisions:

    • add "Automotive Sales and Leasing" as a permitted use

🏘️🏘️ Zoning Bylaw Amendment and Draft Plan of Subdivision - 989 Mapleview Drive East (Phase 2) (Ward 10)

Draft Plan of Subdivision

  • Seeking to create 259 residential lots and 69 residential units contained within a condominium block, including 1 parkland block, one open space block, one natural heritage bloc, and 6 public roadways

Zoning Amendment

  • Seeking to rezone from Agricultural General (AG) and Environmental Protection (EP) zones in former Town of Innisfil to Neighbourhood Residential with Special Provisions (R5 SP-XXX), Neighbourhood Residential Multiple with Special Provisions (RM3 SP-XXX), Open Space (OS) and Environmental Protection (EP)

  • Special Provisions RM3 SP-XXX:

    • adjust frontage to shortest private road frontage deemed front yard for vehicle access (currently lot line abutting private road or right-of-way deemed front yard)

    • decrease minimum rear yard setback from 5m to 3.5m

    • decrease lot frontage (street townhouse) from 11m to 0m (5.9m minimum dwelling width required)

    • decrease parking spaces from 2 to 1

  • Special Provisions R5 (SP-XXX):

    • decrease parking spaces from 2 to 1 per dwelling unit

  • There were no speakers for this Public Meeting, and the Ward Councillor (Hamilton) was not in attendance

  • Recommendation: Have staff investigate the most efficient and cost-effective process to re-establish Nine Mile Portage signage, which has been retired by the Ontario Heritage Trust Provincial Plaque Program, and report back to Heritage Barrie Committee, whether or not to apply to the Ontario Heritage Trust for a replacement, or proceed with other options including but not limited to internal City of Barrie departmental options
