  • Direct staff to apply the learnings from the Landfill Bike Diversion Pilot Program and formalize a program to which local non-profit organizations can enter into a relationship with the City to divert items such as bicycles, as long as the items do not create landfill revenue loss

  • Recommendations:

    • Endorse in principle South Shore Park as the future location of the Sea Cadets facility

    • Direct staff to undertake a Feasibility Study in consultation with the Sea Cadets and Navy League of Canada – including site investigation, cost consulting, initial public and stakeholder consultation – and report back to the Infrastructure and Community Investment Committee

    • Add a budget for the Sea Cadets alternative study to the 2024 Capital Plan, with $200,000 for Feasibility Phase costs approved to be funded in 2024 by the Tax Capital Reserve

    • Direct staff to amend the Waterfront Strategic Plan Update Final Report to remove any references to other proposed locations, and return the updated report to General Committee for decision
