Recommendation: To approve the Barrie Bayside Waterfront Strategic Plan in principle, to guide the future planning and development of the waterfront. To use the Implementation Plan in Section 5 to guide the development of the 2024-2033 and future Capital Plans. To prioritize the master planning for the redevelopment of the three Focus Areas: Sam Cancilla Park, Spirit Catcher Park, and Minet's Point Park. Direct staff to prioritize preparation of a Capital Intake form for inclusion in the 2024-2033 Capital Plan to undertake the Waterfront and Parks Washroom Provision Strategy.

Direct staff to apply the learnings from the Landfill Bike Diversion Pilot Program and formalize a program to which local non-profit organizations can enter into a relationship with the City to divert items such as bicycles, as long as the items do not create landfill revenue loss

Recommendations:
Endorse in principle South Shore Park as the future location of the Sea Cadets facility
Direct staff to undertake a Feasibility Study in consultation with the Sea Cadets and Navy League of Canada – including site investigation, cost consulting, initial public and stakeholder consultation – and report back to the Infrastructure and Community Investment Committee
Add a budget for the Sea Cadets alternative study to the 2024 Capital Plan, with $200,000 for Feasibility Phase costs approved to be funded in 2024 by the Tax Capital Reserve
Direct staff to amend the Waterfront Strategic Plan Update Final Report to remove any references to other proposed locations, and return the updated report to General Committee for decision
